NBC (Nuclear/Biological/Chemical) sensing equipment needs to be in or around a ventilation system to work properly. I imagine the probe and its associated equipment is in the car roof area, inaccessible while the car is still submerged. Also, extracting the sensor suite underwater might be an ecological issue, since there may be the hazard of accidental chemical release into the ocean.

I'm guessing the sensor suite is near (or built into) the AC units on the car(s) in question...and before anybody sics Homeland Insecurity on me, I'm just GUESSING, d*mnit...lol!
