From what I know of this, there are probably 2 reasons why it cannot be removed under water.

First, based on other reefings, there is a greater than 70% probability that the car is sitting in such a way that it would have to be lifted in order to remove the device.

Second, the device is actually two interconnected devices which cannot be removed as one unit. But if seperated, the hermetic seals would be broken and seawater would destroy the unit.

Take your pick.

BTW: I don't know why the car number is so secret. Most of the cleaners knew the car number.
