It's supposed to be a block north and a block east, and way beneath Penn.Also, it's going to be bumper blocks against the water tunnel, so that's as far east as it's going to go. The ARC tunnels will grant no access to NYP, and trains from the ARC terminal will have no access to the original North River Tunnels. Alternative G was supposed to save money. That was dropped in 2003. The current project is a butchering of Alternative P, which IINM was supposed to have access to all four tunnels. |
