I could totally understand wanting to trim as much as they could, as at that time, among other things, we were dealing with what what probably is the recession (1973-'75) some are now comparing this recession to among other things, with NYC in those days broke.

The real problem was the overspending in earlier eras caught up to a lot of big cities by the '70s, and that was a lot of the cause, at least in my opinion.
