There are many solutions that address the terminal capacity problem for Queens Blvd locals. Building a new terminal is one of the most expensive. It's also the one with the longest lead time.How can QB local service reach 30tph without a new terminal, and without a change in the fumigation rules? It's impossible to assess what the capacity of a terminal would be, until its exact details are known. On the surface, it's difficult to visualize how a terminal located east (Jamaica side) of the yard could effectively utilize the loop tracks. Here's an idea of what it would be like.
