I wouldn't be too quick to rule out all elevated subways. Certainly if the design is the typical 1900-era el, forget about it. However, I could easily imagine an AirTrain-type el along a wide street such as Woodhaven Blvd or even Queens Blvd (if it didn't already have a subway underneath it). There are ways to construct elevated rapid transit structures that don't look ugly and/or create urban blight underneath them.
