When the project was approved in 1992 there was no NIMBY problem. By the summer of 1993 the FTA had already approved the Rt40 and 45 demonstration program and 50 million dollars had been allocated to construct the wire and purchase the vehicles. Only then did the NIMBYs come out of the woodwork, lead by their city councilman. By fall Long Beach got out of the project and by winter it was dead, with 40 million dollars of the funds reallocated.I've heard a few conspiracy theories about the city councilman and even the SCRTD board being bought off by Natural Gas lobbying groups and what have you. However, this just seems like complete ignorance through and through. |
