You never do a starter line where the strongest NIMBYS are. You do it someplace where the politics are easier to deal with, then you operate the line, demonstrate benefits and invite expansion. Some neighborhoods will never join, while others will see the loudmouth NIMBYs for who they really are, will neutralize them and join up. |
