I'm not discounting the highway department of NJDOT's role, of course; but the PRR's role was a big one too. Check out this PDF . . . one of the proposals on there was to keep Exchange Place open and reroute all CNJ trains in there, so that they'd have a PATH link on the waterfront. (Exchange Place, under the New Jersey RR, was the CNJ's first waterfront terminal location, before they were able to bridge across Newark Bay into Bayonne.)
