According to _Railroad Ferries of the Hudson_ by Raymond Baxter and Arthur Adams, the Aldene Plan "was conceived by the New Jersey State Highway Department's Deivision of Railroad Transportation"; and the CNJ's old ferries and weak financial condition made them desperate to get out of the ferry business. |
