No, instead, when there's a blockage at 9th Av., they'll keep pushing the M's out on the local behind it, and start sending the D's down the express, around it. I was on that end of an M job once, and saw it myself while waiting to go out, and it was like "so this is why the M's disappear". So it's like screw the M line's whole base of service on the other end, for what reason; I don't know. (If the D is stuck, you still have the B uptown, it's only Myrtle that gets left with NOTHING).
When I saw that, that was when I said the reverse peaks should be eliminated, and the northbound service start from closer in.
