Going back to my booklet, the intention by BR was not to run all station stoppers south of the river, and then express to the north. Although the tunnel was Euston to Victoria, it was intended to link WCML, MR, ECML to Portsmouth, Southampton, and Brighton (a bit like Thameslink 4000 now, but with long distance services only). Presumably, local services would have continued to terminate at London. The cost of the scheme at 1980 prices was £330m.I don't really see much advantage in some of those routes (in fact, it's a negative improvement on all lines except the Brighton).
