The (G) cannot go express, because it cannot access the express tracks at Bergen.

The (F) will remain LOCAL. The 24/7 train *owns* the line, and usually makes ALL STOPS. They WILL NOT change that no matter how much you want that to happen.

The (V) can go to Church, it can also go express to Kings Highway.

LION would prefer to send the (V) to WTC, and to send the (E) to Church/Kings.

LION would run the express between Church and Kings as an "anti-rush" train. Rush bound trains make LOCAL stops, the express track carries light trains to help place cars where they are needed for rush bound services.
