Its just an educated guess really: building an Underground line incurrs costs from many sources:The following always occur: Tunnelling (cost is a function of ground quality, its not very good in parts of South London) Lining tunnel and laying track Removing spoil The following will be cheaper in the suburbs than the centre: Finding and diverting services (this is very very expensive, especially in Central London) Underpinning buildings (suburban buildings are shorter than centre buildings, and if you stay under a railway line at sufficient depth, there will be no underpinning at all) Aquiring property for demolition/station construction (suburban buildings are cheaper, and if a suitable overground station can have an Underground station added to it, then the property acquisition costs for station buildings will be zero) We just need a civil engineer to give us an idea of how these sources of expense compare in reality |
