Because the diesel coaches quite clearly have two levels on which to place seats. This allows them to make up the difference between a single level car with 3+2 seating and the same car with 2+2 seating.There's no problem at all - if the M-7's are retrofitted with 2x2 seating, some people on crowded trains will have to stand, but considerably more people will be able to ride in relatively greater comfort and dignity.
