Because the diesel coaches quite clearly have two levels on which to place seats. This allows them to make up the difference between a single level car with 3+2 seating and the same car with 2+2 seating. A bilevel EMU likely would have been out of the question due to MN's requirements, as well as the LIRR's potential issues with the Flatbush Ave tunnel. |
