Stephen: Thank you for posting this document. The Rogers Junction bottleneck is especially interesting. The logical thing would be to have 7th Avenue trains provide all service on the Nostrand Avenue Line.

This would probably be politically untenable as the riders there have always has access to both east and west side services.
