Although the article states that new subway lines were required to be underground, certain documentation from the time indicated otherwise. By the time of unification, the NYW&B ROW had been purchased for use by the IND and plans for the Utica Ave subway called for it to be elevated S/O Ave M. In addition, the line between Carroll St and 4th Ave was elevated so obviously whoever wrote the article was mistaken. |
