As said, IMO the Murphy administration, who signed this agreement in 2018 thought they would be able to absorb the hit but that was before COVID hit two years later and during 2020 and '21 there were mass retirements that in some cases were up to 15 years before they intended to retire on top of those who died due to COVID. Even adjustments made in 2023 likely did not account for how massive those retirement were and STILL not being able to replace everyone who retired even in 2026 as well as ridership still being way below pre-COVID levels. Also, demands FIFA have since made for security in light of what has been going on in the Middle East as well as likely those simply looking to cause trouble also IMO caused this. My understanding is FIFA is insisting on direct trains between Penn Station and The Meadowlands and that required changing directions at Secaucus that in turn requires two train operators, further increasing the costs.
