It’s being penny wise and pound foolish. First, not having a second crewman isn’t negligent, so it wouldn’t lead to a payout for someone who claims he would have had a better outcome if there were a second crewman.

Second, let’s assume that certain costs increase. If they did, it would still be cheaper than having a second crewman.

Notice how all of the arguments in favor of a two person crew focus on eventualities and not day-to-day operations; the “but sometimes” fallacy.
