That is my understanding too. The MTA's authority extends to the five boroughs of New York City plus Nassau, Suffolk, Putnam, Dutchess, Rockland and Orange Counties.

This is one of the reasons when the Harlem Line was extended years ago it only went as far as Wassaic and not Millerton.

There is one small exception as one NYCTA bus route runs between Staten Island and Bayonne, NJ.

I suppose that they could change this by legislation and this is apparently what is being done.

It won't surprise me in the future if Metro-North takes over the Albany service completely. They would need some new cars for long distance travel.
