I have read that the MTA is restricted to providing service to the counties that pay MTA tax, which include Putnam and Dutchess but not Columbia and Rensselaer.

But maybe it's just some kind of a budgetary thing and only refers to subsidized service, not any service.

There's definitely been discussion of extending service to Tivoli, the last town in Dutchess County, specifically because they're in the MTA service area. But the locals decided they didn't want it.
