Plus they didnt need "ditch lights" since they didnt have grade crossings on Staten Island. The M-1/M-3s came from the factory with subway style sealed beams. THey became ditch lights when they added a headlight on the middle of the roofline. That was the FRA mandate since there still a number of grade crossings on the Harlem Line.
