RULE 14L

"Trains or engines approaching public highway grade crossings shall sound the horn at least 15 seconds, but no more than 20 seconds before the lead engine enters the crossing.

The correct signal is LONG-LONG-SHORT-LONG. The last long is sounded just as the train or engine reaches the crossing. The question is why that particular signal. Would not one very long blast ot two long blasts sufice to alert people at or approaching the crossing? How many people actually know the correct 14L signal?
