Very familiar with "upstate", since I lived there for so many years, within the Capital District.

The state built Amtrak's new facilities to replace the old station, with the idea that new commuter rail services were to operate to and through it.

CDTA planned on building Light Rail services along Route 5 corridor to Schenectady,along Route 9 to Troy and Route 2 to Latham and the Airport.

None of the plans came to fruition,as the state and CDTA crapped on the funding ( one particular political figure went to jail because of his very apparent dipping into the pot)..

The result,a BRT route along Central Ave and State st.. enhanced 35X service between Albany and downtown Troy.. and other planned routes duplicating the LRT route plan.

MTA Metro North never made it past Poughkeepsie, because upstaters passed that station didn't want to join the network because of how MTA taxed the region it operates in.

No new money was available for expansion of station facilities for Commuter rail.. and Nimbys didn't want the extra traffic anyway.

So,it was a mixture of wreckless handling, inept management, and fear that put the squash on development of a reliable system expansion for upstate New York.

Is it any wonder why the population hasn't really grown over the last 20-30 years?

Now you know.

But Amtrak Did get its shiny new penis figure reaching into the sky, with limited services.
The Empire line still doesn't run after 9pm to the City..
