207 St Yard was expanded to allow for the maintenance of IRT cars eliminating the need for the 148 St main shop. As for Pitkin, the problem with that unlike Lenox where the new station at 148 St is merely an extension of an existing line, a station in Pitkin Yd would require the establishment of a completely new branch apart from the mainline and consequently the establidhment of a new off hours shuttle to serve it when Cs are not running.
