"Tripartite" doesn't ring a bell. The method used was known as a "system board" which involved a "neutral" (arbitrator), carrier (MN) & orginazation (union). Of all the 18 crafts what ran MN, each union had its own system board. From my years at MN, when it got to the arbitrator, the carrier had to have a pretty strong case for a dismissal to stick.
