I agree with your premise. While the set up is not ideal, looking at the ridership and headways between trains on the OB Branch, even in the peak, I don't think OB trains would create a big congestion problem if the schedules are written well.

Yes, you can't set your watch to an LIRR arrival, but it's a paper railroad.
