That passageway was built as part of the construction of the office tower above, 599 Lexington Av between 52 & 53 Streets. Perhaps the owners got a variance in return for building the passageway. I don't know if they're still responsible for maintaining it. The building opened in 1986, but the passageway may have taken longer. |
