Guiliani did no such thing.In times past, the mentally ill were in institutions which, whatever their faults, were located in large, pleasant tracts outside the city and protected the unwell from their worst instincts and drug-seeking. Criminals other than those in organized crime were locked up when the low-tech means of the day could catch them. If you wanted a job there was some sort of work that would pay for some sort of housing, you were not competing with people whose real home is a village in Ecuador and who will live 4 to a room here to save what amounts to a significant haul back home. Chaos and degradation benefits only the disrupting class, who thrive on the misery of others. Recall, who in the 20th century said "The worse, the better." ? |
