I still believe Cuomo did that because he was concerned doing it as originally planned would have made it in his mind impossible to be elected in 2020 (not that it mattered as it turned out) because of concerns of worse traffic conditions in areas north and south of 14th street caused by New Jersey commuters refusing to or unable to give up their cars causing massive traffic problems in and around the Holland and Lincoln Tunnels made worse by those unable to get to Manhattan other than the (L) or driving. I'm sure Cuomo felt it would have cost him votes in New York, New Jersey, Connecticut and to a lesser extent Pennsylvania and that I still think was his driving force at the time. |
