Amongst other things I hope when the Dulles extension is opened the Air and Space musuem will drop their bus shuttle out to their Udvar Hazy extension at Dulles and just direct people to L'enfant Plaza for the trip to Dulles.That will in my opinion depend on if the bus service is a financial asset or liability to the Smithsonian. Speaking of this, do all of these plans add up to a project which has a chance of getting built? Yes. There is a lot of local and state political support. I'm quite used to SEPTA's general slacking off when it comes to getting stuff built from the plans they have, is WMATA going to follow through on these plans? Based on past track records when the projects reach the stage of completing the EIS and the proposed alternatives are approved by the state and local governments and WMATA board they get built. Once again this project has local and state political support, something that seems to be lacking in other areas of the country. Is the project even partially funded? Yes. Several million dollars have already been spent, As I write this and you read this moneys are being spent preparing the base construction drawing and specification for the design build contracts. This project is unique in that it is the only WMATA project that has a dedicated local funding source for construction and operation. Part of the toll revenue from the Dulles Toll Road is to be dedicated by law to the project as passed by the Virginia state legislature. County governments have worked out a special property tax formula that will dedicated a percentage of commercial property taxes in the project corridor to capitol construction and operating subsidy.
