191 on the 1 and 181 on the A also have accessible exits without the use of elevators

As does 190 St (A). Here are the non-elevator street entrance and passageway:

The Clinton St exit at the west end of the Court St (R) platform was designed to be elevator-only, but the stairs seem to be available, though clearly not meant to be used in regular service:
