Due to homeless individuals and baddies such as EDPs moving into these stairs and using them as their residence, , they are behind locked doors. Supervisors (Stations and TSS) have keys as does NYPD, FDNY. Normal policy for total elevator outage is for trains to skip the station. Yes- NYPD, Elevator repair personnel ,FDNY, and supervision will also respond to clear the station. Before allowing customer access, supervision or NYPD, FDNY will use the stairway to make sure it is safe .Many deep stations have an intercom near the emergency stairs to notify the S/A. The S/A will then contact supervision via the emergency phoneS/As are instructed to treat total elevator outage as a highest priority emergency and to immediately contact supervision via the emergency telephone . This is also done for customers or employees trapped in an elevator. NYPD, FDNY and elevator repair personnel also respond immediately . If requested, EMS also responds 191 on the 1 and 181 on the A also have accessible exits without the use of elevators. |
