No, the major part is where the platforms would go. How would you hang a platform off the side of the Hell Gate viaduct? If you could, elevators could handle the height differential. Where to put the turnstiles for a transfer to the BMT would be another problem. The "northbound" tracks being reserved for freight would be another.
