The Hell Gate line and the Astoria el are two, independent, free-standing structures. Besides the vertical separation, I am sure they each move slightly according to the wind, train movement, and cold/hot temperature contraction/expansion. Now there would be a 3rd structure to connect the two with no tolerance for any movement of either structure. Very difficult to engineer.
