A better sell for the LIRR would be to turn the whole kit & kaboodle back over to LIRR service, and truncate the subway at Howard Beach. The higher speeds and direct midtown access would make up for longer headways (realistically, half-hourly service isn't much worse than the 3TPH off-peak they have anyway). As for potential complaints regarding a higher fare, they could keep the NYCT fare control for the Rockaways portion and only collect LIRR fares after Howard Beach, offering a free transfer to/from the A there. |
