The neighborhoods were fully functional, residential with commercial. He destroyed them. Super Blocks was merely to displace them out of the way of his freeways.

And there are still fully functional neighborhoods with highways running through them. The BQE through Williamsburg and Greenpoint, the Belt through Sheepshead Bay, the Cross Island Parkway, the LIE, the HHP through Riverdale. It goes on.

Meanwhile, neighborhoods with highways planned through them that were never built suffered anyway, like Bushwick and East New York. So maybe correlation doesn't imply causation and the decline of neighborhoods has multiple causes.
