Different manufacturers certainly can build to be plug-compatible with each other. They do this all the time.

HOWEVER when the plug-compatible spec is 40+ years old and filled with analog signals running over hundreds of wires and pins in between cars that have to be coupled/uncoupled in harsh weather.

And the NEW technology allows you to do it all over a copper or fiber ethernet link.

It really is time to make a change and abandon back-compatibility to old cars.
