They were probably the cheapest places in the system to add or refurbish extra tracks. Dyre Ave was historically a 4-track line, and I assume that the City probably owned most if not all of the ROW needed to add the Broad Channel track. They both also have an advantage of being almost completely tangent, and being fairly easily accessible from the ground. Sea Beach, on the other hand, has always been somewhat on the edge of being kept in service as revenue tracks.
