Correct. Among other things in the 1930s the city had to borrow so much money to build the IND that it on several occasions reached its debt limit which explains the incremental nature of its expansion after the original line opened. Also the Sixth Ave. IND line was an extremely expensive line to build as it crossed over or under several existing subway and railroad lines as well as one of the city's water supply tunnels. After that World War II intervened and made it impossible to complete the Fulton St. line to Euclid Ave. until 1948 and its eventual connection to the outer end of the old Fulton St. Elevated line until 1956. Also the extension of the IND to Coney Island over the Culver Elevated wasn't completed until 1954 and even after that there was a shortage of reliable equipment on all three subway divisions. All things considered the IND was an ambitious undertaking for its time which no other city could have accomplished. Yes some areas were still under served but it did replace most of the old outdated elevated lines permitting their removal and extend service to places which badly needed it (Bronx Concourse/Queens Blvd lines).
