Correct. Just because it's a train does not meant it's either "Wow That's Great!" or "Government Socialist Waste!". Each project needs to be judged on its merits, and on whether the resources expended were wisely used. The old tightwads who built the IRT got 11 cent's worth out of a dime, that project returned many times its cost in value.
The CA Dream Train Money Drain ain't another IRT. CAHSR is a project meant to consume and disburse the maximum amount other people's money (meaning their time, effort and energy) and buy votes from the credulous who believe that it's free, because they don't personally write a check. Wasted resource$ are never free, they are time, materials, land etc that could have been better used.

The IRT was and still is great (ok, turn radii too sharp), they got it done on time, in budget, while the SAS is a 2 track stubway which consumed the resources needed for a full line and still wasn't built or run right. There's a right way to do things, the old tightfists had it.
