I think it's more that cut and cover was the standard construction method. Fundamentally, digging an open cut, laying some rails and electrical, and covering it over, is not a particularly dangerous or expensive undertaking.Throw in established businesses that have an interest in uninterrupted electric and gas, and suddenly subways become way more expensive. |
