I hope so. This 7 years in jail for a felony is never enforced.

And de Bozo wants Rikers closed. See a pattern? Lack of prisons/jails means there are no places to put the thugs. Then again these guys are guaranteed their 3 meals a day and sleeping quarters if they're confined. That makes them happy, so they might as well get into trouble.
