It took decades for the pols to figure out that transit CANNOT be self-sustaining by farebox receipts alone. The costs to build infrastructure and maintain fleets for rush hour crowding make this so. The single counter example, Hong Kong, depends on lucrative real estate rents--imagine the MTA owning/collecting rents on essentially ALL of the office buildings along the major trunks. |
