The cesspool of incompetence that passes for MTA planning should have rebuilt the Franklin Shuttle with full 600 ft platforms double tracked all the way to Fkln with a new island platform built at Fkln. That way the Fkln Line could be used to accept rerouted trains off the Brighton Line in the event of a serious service disruption on either the Manny B or in the Montague St Tunnel. There might even be a market for an additional Brighton Lcl service to supplement the Qs allowing Brighton passengers to ride to Fkln and change there for 8 Av service instead of taking a Q to Dekalb and an R to Metrotech or a B to W 4 St.
