amazing (or maybe not) that transit agencies refuse to emulate real RR safety rules. Not that the Class 1s don't screw up, but at least they have evolved procedures that mostly keep trackworkers safe, Amtrak excepted. Recent thread about BART being fined for killing two during a strike.
