Its not impractical.
Just undoable from THAT LOCATION.

ANY river crossing would have to begin across the East River,and directly tied to the local tracks from Hoyt st.
Any TBM/EPTBM WOULD HAVE TO BE BACKED OUT TO MANHATTAN after completed work.
