They probably could have given the LIRR the entire lower level (without any interoperability problems) and still had plenty of capacity on the upper level for Metro-North and saved billions of dollars and decades of construction. Or they could have made Hunterspoint Avenue into a world-class terminal for a fraction of the cost. Or they could have... But the government chose the most difficult, most expensive approach that doesn't provide benefits commensurate with its difficulty or cost. |
