Specially trained cops will approach the desperate person, and offer him/her a choice:1) We will take you to a program, right now. 2) If you don't want to go, we will make a judgment as to your ability to make that decision. 2a) If deemed competent, you'll have to leave the subway, at the next station- no arguments That you need to force them into the program proves that the program is insufficient or ineffective. Nobody chooses to sleep in the subway. But I think that whatever solution we come with, we have to start with the premise that the subway cannot serve as a shelter. We need to start with the premise that shelter is a fundamental right and anyone who has to sleep in the subway is being deprived of that right. |
